Position Overview 

The Project Manager serves as the primary driver of cross-functional execution for VBIF’s highest-priority initiatives, including legislative implementation, policy development, and enterprise system transformation. 

This role operates at a senior level without direct reports and is responsible for translating executive priorities into structured, actionable plans and ensuring disciplined execution across teams. This role is critical to ensuring that strategic priorities are translated into real, measurable outcomes that improve operations and the experience of the families we serve. The Project Manager partners closely with the Chief of Staff and executive leadership to move complex, high-impact initiatives from concept through implementation. 

This position requires a highly proactive operator who can navigate ambiguity, enforce accountability, and drive measurable outcomes across a multi-stakeholder environment. This position is Exempt under the Fair Labor Standards Act (FLSA 

Duties & Responsibilities: 

Strategic Initiative Execution 

  • Lead end-to-end execution of VBIF’s priority initiatives, including:  

  • Legislative implementation efforts (timelines, dependencies, compliance alignment)  

  • Benefit policy development and implementation  

  • Program-wide operational improvements  

  • Translate high-level strategy into detailed project plans, milestones, and deliverables  

  • Ensure alignment with VBIF’s family-centered and trauma-informed approach  

Cross-Functional Coordination 

  • Serve as the central point of coordination across departments (Program, Admin, Finance, Operations)  

  • Drive clarity on roles, responsibilities, and deliverables across stakeholders  

  • Identify and resolve blockers, escalating issues as needed  

Accountability & Execution Discipline 

  • Establish and maintain project governance structures (timelines, trackers, status reporting)  

  • Hold stakeholders accountable to deadlines and commitments  

  • Proactively identify risks and implement mitigation strategies  

  • Ensure initiatives do not stall due to lack of ownership or follow-through  

  • Maintain clear documentation of decisions, changes, and accountability to support transparency and audit readiness 

Policy & Legislative Implementation 

  • Partner with leadership to operationalize new legislation and regulatory requirements  

  • Partner with Program analysts in implementing benefit policy changes and updates 

  • Support rollout of internal policies and procedures  

  • Ensure implementation is consistent, scalable, and operationally viable  

Technology & Systems Initiatives 

  • Support implementation of enterprise systems (e.g., CRM/case management platforms, SharePoint, workflow automation tools)  

  • Coordinate between business stakeholders and technical vendors  

  • Ensure systems align with operational workflows and user needs  

Organizational Transformation Initiatives 

  • Drive execution of high-priority operational and governance modernization initiatives to modernize and mature organization 

  • Lead process improvement initiatives, from assessment through implementation and monitoring. 

  • Identify where processes break down or lack consistency, and lead efforts to standardize workflows, strengthen governance, and reduce friction for both staff and families 

Executive Support & Decision Enablement 

  • Prepare materials for executive leadership and board-level discussions  

  • Provide clear, structured updates on initiative progress, risks, and decisions needed  

  • Facilitate timely decision-making by surfacing competing priorities, capacity or capability limitations, trade-offs, options, and recommendations to leadership 

  • Support the Chief of Staff in advancing organizational priorities  

Qualifications: 

  • Ability to move initiatives from idea to completion with minimal oversight  

  • Ability to break down complex problems into actionable steps  

  • Skilled at influencing without direct authority  

  • Willing to enforce deadlines and drive follow-through, and comfort escalating issues 

  • Comfortable operating in evolving and ambiguous environments  

Education & Experience: 

  • 5–8+ years of experience in project management, operations, consulting, or similar roles  

  • PMP certification preferred 

  • Demonstrated experience leading complex, cross-functional initiatives  

  • Experience working in highly regulated or public-sector environments preferred  

  • Strong experience with policy implementation, technical systems rollouts, operational or performance excellence initiatives, or organizational transformation 

  • Experience with Microsoft 365, project management platforms, and workflow automation tools preferred
