Senior Program Analyst
Position Overview
The Senior Program Analyst provides critical support in regulatory compliance, program governance, and organizational risk management for the Virginia Birth-Related Neurological Injury Compensation Program. This role ensures operational integrity, statutory alignment, and continuity within key program areas. Acting as a strategic partner to senior leadership, the Analyst translates complex regulatory requirements into actionable guidance, supports risk mitigation, and strengthens internal processes to maintain defensible, mission-focused decisions. The position is Exempt under the Fair Labor Standards Act (FLSA) and reports directly to the Chief of Administration.
Duties and Responsibilities:
Serve as a subject matter expert on regulatory compliance and program governance.
Interpret statutes, administrative rules, and program policies; provide clear operational guidance to staff and leadership.
Monitor workflows for alignment with statutory and policy expectations; identify gaps and recommend improvements.
Conduct risk assessments across claims, case management, and administrative functions; maintain a risk tracker and mitigation plans.
Draft and refine decision rationales, program memoranda, and documentation requiring legal/technical clarity.
Provide redundancy and continuity for senior leadership during absences or high-demand cycles.
Coordinate with other departments and legal counsel to ensure statutory and operational consistency.
Assist in developing and documenting organizational policies and procedures.
Support audits, quality reviews, and readiness assessments; prepare structured summaries for leadership.
Mentor staff and contribute to leadership development within the organization as needed.
Must maintain a high level of confidentiality and abide by HIPAA rules and regulations.

Strong statutory and regulatory interpretation skills.
Strong writing skills.
High judgment, discretion, and ability to handle sensitive program information.
Operational problem-solving and systems-thinking mindset.
Ability to navigate ambiguity, work independently and strategically with minimal supervision.
Strong interpersonal skills to build trust and maintain collaborative relationships across teams.
Education & Experience:
Bachelor’s degree in Public Administration, Legal Studies, Health Administration, Policy, or related field; Master’s degree preferred.
5–7 years of experience in regulatory affairs, program administration, or operational oversight within government, healthcare, disability services, insurance, or nonprofit sectors.
Strong statutory and regulatory interpretation skills.
Exceptional writing and documentation abilities.
